    The Board of Directors - 7 - urban areas within the District an adequate water supply, and that the antici­pated revenues from its operation will he sufficient to meet all expenses, in­cluding bond service requirements throughout the life of the proposed bond issue. It is our opinion, further, that all service connections to the distribution system should be equipped with suitable water meters at an early date. The construction cost estimates include an allowance in an amount sufficient to provide for the installation of meters, if authorized. The metering of all services and the establishing of a schedule of charges based on quantity-use will cause each customer to pay for the water he uses and no more, and will result in a considerable reduction in water wastage. The District should use every means available to it under the laws of the State to eliminate unauthorized uses of water whether from its own system or from the many privately-owned wells now operating within the District. It should also inaugurate a program of water conservation practices throughout the District and urge close adherence to them. In the above discussion of estimated expenses and revenues, use has been made of certain data set out in tabulations included in the Montgomery report.
