(COPY) A 221 SAP SHEET TWO 1929 NOV 9 PM 12 27 THE LOCAL POLICY ______________ REFERRED TO IN YOUR LETTER SEPT. TWENTY FIFTH DID NOT HAVE ANY INFLUENCE WITH THE TAX COMMISSION AND IN THIS CONNECTION WE ARE MINDFUL THAT MR. SHAUGHNESSY WHO YOU STATED . IS INTERESTED IN THE POWER AGREEMENT IS A MEMBER OF THE STATE BOARD OF TAX COMMISSIONERS AND FURTHER THAT IF THE POWER CONTRACT IS NOT MADE HE WILL FEEL SO STRONGLY ABOUT THE MATTER THAT IT WILL BE REFLECTED IN OUR TAX ASSESSMENT. IT IS EVIDENT FROM THE ACTION OF THE TAX COMMISSION THAT THE REFLECTION TOOK PLACE WITHOUT THE INFLUENCE OF THE POWER CONTRACT AND I AM APPREHENSIVE THAT THIS WILL PROVE TO BE THE CASE IN CONNECTION WITH OTHER SO CALLED POLICY GROUNDS . IN OTHER WORDS IT SEEMS TO ME THAT WE HAVE GOT TOPAY THE PRICE FOR WHATEVER WE GET AND THEREFORE SHOULD STAND PAT AND FIGHT FOR OUR RIGHTS JUST AS YOU DECIDED TO DO IN CONNECTION WITH OUR TAX ASSESSMENT AS TO THE POWER SITUATION WE MADE A FAIR CONTRACT AND- HAVE LIVED UP TOIL IN EVERY WAY INCLUDING THE EXPENDITURE OF A SUBSTANTIAL AMOUNT OF CAPITAL AND IF AS INDICATED BY THE ACTION OF THE TAX BOARD WE ARE TO BE PENALIZED THERE CERTAINLY SEEMS TO BE NO JUSTIFICATION FOR MODIFYING THE CONTRACT AND AT THE SAME TIME INVEST ADDITIONAL CAPITA! ESPECIALLY AS WE HAVE NODESIRE TO ENLARGE OUR PLANTS FOR THE PURPOSE OF SELLING POWER TO THE PUBLIC DIRECTLY OR OTHERWISE ENG. WILL APPRECIATE IT IF YOU WILL TALK THIS OVER WITH MR MCNAMEE AND WIRE ME YOUR VIEWS. G 106 C.R.GRAY.
