If we consider mating the rate retroactive it seems no more than fair that we should also make the original increase retroactive to the time the hospital Installed the additional water facilities, incidentally without notification to the Water Company. *his would involve considerable bookkeeping, and in the circumstances it seems beet to make the new rate effective July 1, 19^8, as shown in our application of that date, and tile w# are arranging to do. fslinking you for your ooneideratlon and with best wishes, I remain, Very truly yours.
