F o r a period o f thirty (30) days there- 49 after, any person residing in the district shall have authority'to insti- 50 tute litigation contesting the validity o f the bonds authorized by the V 7 1 resolution and the provisions appearing in the resolution fo r the secu- 2 rity and paym ent o f such bonds. A fte r the expiration of such period 3 o f thirty ( 3 0 ) days, no attack may be made on the validity o f such 4 bonds or such provisions and no court in the State o f Nevada shall 5 have authority to entertain litigation contesting such matters. 6 Sec. 4. T h e p ro v isio n s o f a n y o th e r law , gen eral, sp ecia l o r local, 10 • e x ce p t as p r o v id e d in th is act, shall n o t a p p ly to a d is trict in e o rp o - • 11 ra ted u n d e r th is a ct.] This a ct, shall in itself constitute complete . 12 authority fo r •the doing of the things herein authorized to be done. 13 The provisions o f no other law,- either general or local, except as pro- 14 vided in this act, shall apply to doing of the things herein authorized 15 to be done, and no board, agency, bureau or official, other than the 16 governing body o f the district, shall have any authority or jufisdic- 17 tion over the doing o f any of the acts herein authorized to be done 18 nor shall any proceedings, publication, notice of election be required 19 for the doing o f such acts except as herein specifically required. There 20. is hereby granted t a said district the right to own and operate its 21 water distribution system within the boundaries o f any municipal 22 corporation lying wholly or partly within the boundaries of the dis- 23 trict, and no franchise tax shall be payable for such privilege, but 2 4 it shall be the duty o f the district to install and operate its proper- 25 ties and facilities within the boundaries of such municipal corporation • 26 in such manner as to cause a minimum o f inconvenience, and it shall 2 7 further be the duty o f the district, where such facilities are installed 28 in the public streets and alleys o f any such municipal corporation, to 29 restore the surface o f such streets and alleys to as good condition as 30 they were in prior to such installation. W here any such municipal . 31 corporation connects its fire hydrants to the water system o f the 32 district, it shall be the duty o f such municipal corporation to pay to 33 the district such reasonable charge' fo r such /hydrant rental service 34 as may be-agreed upon, between such municipal corporation and the 35 district, and such hydrant rentals shall be payable either monthly or 36 quarterly in such installments as may be agreed upon. Since the 37 water district, for the creation of which provision is herein made, is 38 created fo r the purpose o f supplying its inhabitants with water as a 39 public and municipal function, all prop erty of the district shall be 4 0 exem pt from taxes by the State o f Nevada and the political subdivision 41 thereof, and the bonds issued by the district and the income therefrom 4 2 shall also b e exem pt from taxation in this state. 43 Said district and the Colorado river commission are hereby author- 4 4 ized to enter into such leases and agreements with each other for short 45 or long terms as may be considered mutually desirable in order to , 46 -carry out the purposes of this act, and any such agreement or agree- 47 ments may specifically, but without limitation, grant to said district 4 8 the right to fa k e from the Colorado R iver all water n ot heretofore 49 otherwise Appropriated to which the State o f Nevada may be entitled 50 ahd to purchase from the Colorado R iver Commission all or any part
