Mr. Knickerbocker: #2 June 15 , 1935 At f ir s t glance it would appear that an expen­diture for an additional w ell is not warranted, in view of the apparent waste of water at th is time, but I present the following facts fo r your consideration of th is request: There is considerable agitation for municipal ownership of water and electric u t ilit ie s , and has been since the recent election of the Mayor and City Commis­sioners. I learn in directly that the new City Attorney, Taylor, has requested from the Public Service commission copies of our annual statement to that body, not only for the past few years, but since the Water company was incor­porated. Application is also being made for a loan of #200,000 of government funds for the purpose of either purchasing our water system or for the City to construct one of their own. Auditor’ s Form 7 re fle c ts earnings of the water system.will approximate 17.99 per cent for this year, based on report for f i r s t quarter, and this is somewhat lower than ordinary, due to the Water company paying a larger monthly Rental of Pipe Line to the Railroad Company. An additional charge to Capital Aceount for another well would of course decrease the return on investment. This is desirable for the time being, u n til a l l this hullabaloo about public ownership quiets down. There has always been a certain per cent of water wasted in Las Vegas, due to the fa c t that water is sold on a fla t ra te. But the thing that caused a shortage of water la s t summer, and again th is year, is the fact that the pop­ulation of the city is steadily increasing, despite the fa llin g o ff in employment at Boulder Dam, and personal ob­servation indicates more people are planting lawns and trees. Quite a number of new homes have been b u ilt since la s t year, in the Wardie and South Additions, as well as other locations, and the f i r s t thing the new home owner does a fte r he gets his house up, i s to put in a lawn and trees.
