SENATE PRESIDENT BUD BENNEMAN CALLED THIS MEETING TO ORDER AT 5:04P.M. II. APPROVAL OF SENATE MINUTES 24-01 Due to the transfer of information from the old system to a new computor in the office these minutes will be on the next agenda. IV. Everyone needs to make the Senate meetings on time. Get envolved on the committee's which the chairs will be nominated tonight. Senate President Pro-Tempore Senator Martin MOTION by Senator Martin to close Senate Committee Nomination/Elections Item A. 1-6(Leaving Senate President Pro- Tempore open) SECOND by Senator Huck. DISCUSSION Senator Pobst annouced that the nomination's should stay open because new senator's have not become familar with how nominations work. Senator Boixo announced that we should close the vote, someone needs to be nominated,this is the time to do it. VOTE Item A. 1 -6 nominations close 11 -4-0 Motion approved. MOTION by Senator Martin to allow each canidate to speak for up to two minutes, to allow questions and answers, and for a roll call vote. SECOND by Senator Pobst. DISCUSSION none VOTE on allowing canidates to speak and for roll call votes 15-0-2 Motion approved. Bylaws Committee Chair Senator Pobst announced that she is familar with our constitution, and already sits on board, she knows Roberts Rule of Order. QUESTIONS none. Senator Gordon announced that he is familar with Bylaws Page Thirteen Senate Minutes 24-02 because of faturnity, and with Roberts Rule of Order. QUESTIONS, anwered if he is familar with constitution and prepared to move on, stated that he is getting familar with senate constitution and is ready to give 100 and 10%. ROLL CALL VOTE Senator Pobst 8, Senator Gordon 9, 1 abstention - Gordon confermed. Constitution Revision Committee Chair Senator Haddock announced he will take an acitve roll and indept look at the constitution. Knows Robert Rule of Order. QUESTIONS, answered if he knows howto change constitution, stated no but willing to learn. Senator Martin announced he would like to chair committee if not at least sit on the board. QUESTIONS, out of all three you have been nominated for which would you like to chair the most? stated that Ways and Means is his first choice. ROLL CALL VOTE Senator Haddock 9, Senator Martin 10, 1 abstention Martin confermed. Rules Committee Chair Senator Amend announced that he served on the rule committee for one semester last term. QUESTIONS, did you talk to your classes, stated that yes he did. VOTE Senator Amend 18, Abstentions 2 - Amend confermed Ways and Means Chair Senator Martin announced that he felt that it is an important committee. I chaired the board last term. It deals with budget. Last term they had worked all the kinks out of it. This is a powerful tool for the senate. QUESTIONS, will you be over loaded with committees? Stated that he would resign if he was overloaded. Senator Elloit announced this will be my first experience on the senate. I've held a lot of different offices in my fraternity. I know about the allocation of funds. I know how to decide who gets funds and who doesn't. QUESTIONS, can you remain un-bias? Martin Stated yes. ROLL CALL VOTE Senator Martin 8, Senator Elliot 8, Abstentions 4 Senator Chellino changed her vote from abstention to Elliot, Senator Martin asked if that was legal, Senate President Bud Benneman answered yes. Senator Huck changed his vote from Page Thirteen Senate Minutes 24-02 abstention to Martin. Vote stands at 9-9-2. Senate President Bud Benneman cast tie-breaking vote for Senator Martin Vote Martin 10, Elliot 9, Abstentions 2 - Martin confermed Rebel Yell Advisory Board Representative Senator Boixo announced that she sit on board before, something she is interested in and would give 100%. QUESTIONS, did you ever go to one meeting? stated that she never did, Bud Benneman stated that she was elected onto board at the end of last term, and was not aproved in time for a meeting. VOTE Senator Boixo 18, absentions 2 - Boixo confirmed Student Campus Saftey Awareness Committee Chair Senator Boixo announced she wanted this position since summer, important chair for senate, campus safty is important. Campus needs more lights ect, she will get things done. Senator Huck announced that He is ready to give 100% and to change allot of things. Will hear complaints, and he is the Chair of no other committee's so he can give his full attention to this committee. ( ROLL CALL VOTE Senator Huck 7, Senator Boixo 8, Abstentions 5 - Boixo confirmed Senate President Pro-Tempore Senate President Bud Benneman states that it is still open, next week a person will be confirmed. B. Executive committee Reports Director of Elections Mike Aloyian announced congratulations to senators. He is working on new election equipment. This will elivate screw ups with ballots. It will be a modern way to vote. Working on advertising elections that will be in February. Working with Danielle to advertise in the OSI page. Director Danielle Rapuano No report, passed out Tee-Shirts Vice President Jay Jay Held ordered for Senators. Director of OrgnizationsEd Marshel announced that a holiday party for advisors had been planned instead there will be a leadership workshop on January 19, 1994. Workshop include meeting plans, Stress management ect. He needs lots of help, let him know if you have something to contribute. Page Five Seante Minutes 24-02 Entertainment and Programming wasn't available former senator Paul Manguel announced no report, and stated Jami was sick today. Residential Hall Liaison Jason Weber anounced that delegated are at a regional conference. If anyone has any questions please contact him at extension 4671. Information reguarding tents in residental area, put on by book store promotional for Rebok, Citibank, At&t ect, free give-aways. Director Pat Smith announced he is working on key chains, it will appear on nexts week agenda. B. Nomination/elections to faculty Senate Committees Academic Standards(1) Senator Allison, Senator Gordon and Senator Schwartz. Academic Budget(1) Senator Popick and Senator Gordon Admissions (3) Senator Gordon, Senator Schwartz, Senator Haddock, and Senator Block Code(1) Senator Campbell Curriculum(2) Senator Allison and Senator Vodrazka General Education(l) Senator Block and Senator Fox Grievance (3) Senator Popick, Senator Vodrazka, Senator Johannsson, Senator Amend, Senator Huck and Senator Gordon Library(1) Senator Pobst Public Relations(l) Senator Boixo and Senator Saliba Scholarship(l) Senator Haddock, Senator Campbell and Senator Pobst Senator Haddock withdraws nomination. Status of Women(1) Senator Pobst and Senator McMillin MOTION by Senator Pobst to close Nomination/election to Faculty SenatorCommittees Item B. number 1. MOTION by Senator Martin to allow canidates to speak, Questions and answers, and roll call vote SECOND by Senator Boixo. ( Page Thirteen Senate Minutes 24-02 Academic Standards Senator Allison announced important Academic Standards. Returning student after 10 year today G.P.A. should be higher. Thinks that students should retake actions. Senator Schwartz announced that he feels that he can do a good job with Academic Standards he believes that G.P.A should be higher. Senator Gordon stated that people need to realize that there are reason why people have to leave sometimes, medical ect and that needs to be considered. G.P.A. is for everyone and so one will graduate with in a minimal time. ROLL CALL VOTE Senator Allison 6, Senator Gordon 6, Senator Schwaartz 3 with 4 abstentions. Presidnet Bud Benneman calls a run-off between Senator Allison and Senator Gordon. Senator Allison 7 and Senator Gordon 8 with 4 Abstentions - Senator Gordon confirmed. Academic Budget Senator Popick announced that he doesn't have allot of experience but understands the allocating of funds for falcuty. Senator Gordon announced that he has much of free time to spend on issues like this, no one should take atvantage of students. ROLL CALL VOTE Senator Popick 10 and Senator Gordon 4, with 4 abstentions - Senator Popick confirmed. Admissions Senator Gordon announced that it is too easy for acceptance to UNLV QUESTIONS, answered that he feels that student should have to work harder to get in to UNLV and that it is fairer for everyone. Stated that an apropriate GPA would be 2.5 would be fair and just for everyone. Senator Renteris Point of information that everyone should have the right to attend a university. Senator Boixo Point of Interest not everyone is right for the University system that Community College is for those people. Senator Schwartz announced that the standards are lax, and that statistic show that average students fall one full grade point below the minimum. QUESTIONS, answered that he feels a good G.P.A. would be 2.5 and that he got his statistics from the oriantation for new students that he worked at. Senator Haddock announced that there is much to consider to admissions other than academics; finacial need, there is a level of oportunity that University offer. The board needs to keep every individual in mind. QUESTIONS answered that 2.5 G.P.A. is appropriate, but that there are other things that need to be considered. Senator Allison Point of Interest that students need a Page T h i r t e e n Senate Minutes 24-02 person that will remember them and will not just vote along with everyone else. Senator Block announced that it is important to remember that not all high schools offer classes and that not every where comunity college's are available to people. Does agree with a 2.5 G.P.A. ROLL CALL VOTE (3) Senator Gordon 9, Senator Schwartz 7, Senator Haddock 12, Senator Block 16, and 13 abstentions - Senators Gordon, Haddock and Block are confirmed. Code(1) Senator Campbell announced that she is willing to do her best. VOTE 20-0-0 Campbell confirmed Curriculum(2) Senator Allison announced that the Curriculum is important committee, and will activly seek out students opions. QUESTIONS, answered that it is important to increse global awarness. Senator Vodrazka announced being a Engineering student , there complaints are with taking classes that do not pertain to their VmOajToErs(.2 ) Senator Allison 18-0-2, and Senator Vodrazka 18-0-2 both are approved MOTION for five minute recess by Senator Martin, SECONDED by Senator Gordon. President Bud Benneman calls Meeting back to order, Senator Saliba down stairs still. General Education MOTION to table it by Senator Vadrazka, SECOND by Senator Huck. because Senator Fox is absent. DICUSSION none VOTE 19-0-1 confirmed Senator Saliba returns. Page Thirteen Senate Minutes 24-02 Grievance(3) MOTION postpone, SECOND by Senator Gordon. DISCUSSION none VOTE 13-3-2 confirmed Library(1) Senator Pobst announced that she loves the library and likes the equipment that is avialable. Thinks that they need more help in the library and that a general improvement needs to take place. QUESTIONS none VOTE 16-0-2 Senator Pobst confirmed Public Relations(1) Senator Boixo announces that public relations is what she wants to do when she is finished with college. Plans on consulting later on has allot of knowledge about this subject. QUESTIONS will you have time with all the other things that you are doing? stated that commitee meets once per month and will make herself available. Senator Saliba announced that Public Realtions will not give him time constraints. QUESTIONS stated that he doesn't do P.R. for faturnity. ROLL CALL VOTE Senator Boixo 9 and Senator Saliba 3 with 6 abstentions Senator Boixo confirmed Scholarship(l) Senator Campbell announced that being a recent graduate has enabled her to realize what a struggle in scholarship and applications that new students face. Senator Pobst announced that there are too few scholarships available, committee meets only once a year so there is no time constraint. QUESTIONS stated she has experience with aid. Senator Block leaves -16 Senators left ROLL CALL VOTE Senator Campbell 11, Senator Pobst 3 with 4 abstentions Senator Campbell confirmed Status of Women(1) Senator Pobst announced that an improvement in status of women is needed. Senator McMillin announced that being an engineering student Page Thirteen Senate Minutes 24-02 she is faced with these issues and has much of experience through siminars and work shops that she personally attended. Has a great interest in this subject and deserves a chance. ROLL CALL VOTE Senator Pobst 1, Senator McMillin 12 with 4 abstentions. Senator McMillin confirmed. C. Business and Management Reports Lori Synder is excused. VI. UNFINISHED BUSINESS none VII. NEW BUSINESS A. Approval of an $2,600.00 for the Names Project Foundation to bring a section of the Aids Memorial Quilt to UNLV. Funding to come out of the 2702 General Account. MOTION TO APPROVE Senator Pobst SECOND by Senator Johannsson DISCUSSION Kent announces that the monies will be used for office expense letter head and his time. Largest amount will go to the cost of bringing it to UNLV, total cost of $10,000. On the quilt there is 15 football fields, one panel is recieved every 2 hours, everyday, 5 days a week. At UNLV 10 students have died all ready of aids, one of them being a former senator. Everyone is effected by aids. More women will be infected with the disease by the year 2000. Stated that he works in the Health Center and sees that most visits end in Veneral disease but there have been a few ending in aids. video is shown for senator about aids. April 8-10 will be brought here in 4 rooms in MSU. There will be lots of panals from local and famous people. More people need to become aware of statistics. Part of the monies will go to raise funds for local aids facilities (5). Senator Johannsson asked if education will be provided. Will there be people there for quesitons? Kent states that the project is provided for awarness. Page Thirteen Senate Minutes 24-02 Senator Martin states that $10,000 is the total cost to bring the quilt here. They have $3,500 already. Kent states that yes that is the amount already received. Senator Martin states that the numbers aren't apropriate, comparied to what other people have put tords the quilt. Senator McMillin states that she think society isn't sware of aids, awarness is needed, but that the amount requested is too much. Point of Information President Joel Kostman $7000.00 was the orignal amount requested from Students in summer and that it was lowered to $5000.00 Point of Information President Joel Kostman that the director board stated $5000.00 not the elections board. Senator Huck States that he is concerned with the students money being spent on what they will benefit from. Point of Information President Joel Kostman How many undergraduate students would you exspect to go to the event? Kent states that he can't give an amount of students that will attend. People don't always want to get envolved. Point of Information President Joel Kostman Saturday is not a day most students would attend a function at the university. Kent states that he can't garrentee how many students will attend on any day. Senator Pida announces that the amount reflects 2 and 1/2 more then anyone else has donated. Kent states that the Deans Office sent money with out even talking to him or without any quareentees. If you don't want to donate money the event will go on. You should look back at what you have spent money on, it is up to you. Change the amount if you feel it is more then you feel comfortable with. Senator Schwartz announces a question on advertising. Page T h i r t e e n Senate Minutes 24-02 Kent states that UNLV attracts media, Judith Flight is willing to come to the event. Individuals from society will be asked to call out names. Shelley Berkely will be attending the event. Senator Boixo announces that she feels that this is am important issue. Amount of student reflect the number of representation. Your ignorance on subject annoys me. This is a worthy cause. Support for this cause is world wide, and is worth wild for us and our comunity. The video alone brought tears to my eyes. Kent states that there is no research for aids in our comunity but you have approved amount higher than $2600.00 for bands, normally speakers that come to University cost more than that. Senator Haddock stated personaly I would approve more the amount isn't that high in comparison to the deans amount. Attendance fiqures is our responsibility for our students by word of mouth, friends ect., Senator Renteria asked how much we have available in our general fund? This is also a small price to pay for something like this. Aids is a crises, it should began with us on a high level. Senate President Bud Benneman state that the amount breaks down into different accounts. Senator Martin states that the amount in general fund exceeds $141,324.00 as of October 1993. Point of Information President Joel Kostman the community isn't the students interest. Deans have contributed, but what they contributed is the students money. That is what you have to think about. Ken I believe s doing an excellent job. Ken already stated that the event will go on with out your money. Amend the amount if you feel it nessecary. Make it higher or lower, but remember our job is for the students, not faculity, and not the community at large. Point of Interest Ken community looks to UNLV for guidance. Our comunity looks at this school bring something to the school besides basketball. They don't always remember the goods things. It don't think that this is that much money to ask from the students. President Bud Benneman asks for the Senate to move on with the disicussion. Page Thirteen Senate Minutes 24-02 MOTION by Senator Martin to amend the amount from $2,600.00 for the Names Project Foundation to $1000.00 SECOND by Senator Johannsson Senator Martin States that we should not get petty with the numbers. 35% is still a good number. Senator Pida states that he feels that emotions are being captured, are we need to spend money worth wild. How are the students benefiting from this? Point of information Senate President Bud Benneman states that Senators must keep discusion pertaining to amendment. Senator Allison announces that $2,600 is too much but would vote for $1000.00. Senator Boixo Announces that $1000.00 is weak and can't understand why we can't support this. We need to support it. Point of information President Joel Kostman the comunity doesn't pay $55.00 per credit the students do. Senator Boixo states that UNLV doesn't get invloved in comunity events. Senator Huck states that his constituants are sick of hearing about it. It is getting really redundant. Senator Amend all of us have to worry about this. I am a EMT I worry about getting it from patients, we shoudl support comunity and students. VOTE on amended VII item A. 7-9-1 amendment fails. Motion by Senator Boxio to orignal motion on VII item A Second by Senator Vodrazka. VOTE on oringinal motion 7-7-3, Senate President Bud Benneman breaks tie - approved Senator Boixo states this is not a forum of disease, organizations need to acknowledge this and that it is aparent to her. Senator Vodrazka states the first step of education is awareness. It will have an effect on pelple and spark interest in the subject. Page Thirteen Senate Minutes 24-02 Senator Gordon announced that he was offended by Ken coming here to ask us for money, then insulting the Senate. Senator Saliba announced the quilt is imortant $2,600.00 or$1,300.00 for the item will be supported and voted for by his constitutes and himself. Senator Pida announced that he feels some people would go, but an optional way of spending the money. MOTION to approve VII item A. for $2,600 by Senator Huck Second by Senator Boixo. DISCUSSION Senator Renteria thinks that closing would not be in the i nterest of the students. VOTE 6-7-2 Motion fails MOTION TO AMEND VII item A. From $2,600 to $1,300 by Senator Renteria Second by Senator Allison. VOTE to amend VII item A. for $1,300 for the Names Project Foundation 9-1-4 Motion is approved. MOTION to vote on amended VII item A. by Senator Huck Second by Senator Renteria. 9-1-4 Motion Approved. MOTION on VII item A. by Senator Johannsson, Second by Senator Allison 7-3-5 Motion Approved. VOTE on VII item A. for $1,300 for the Names Project Foundation 13-0-2 Item Approved. VII. OPEN DISCUSSION Senator Haddock yileds floor to Ken, he announced his thanks to everyone. Stated the quilt has the power to change peoples opions. Adis is huge you may not know anyone now who has or is suffering from the disease byt some day you will. He has many friends that have died of the disease. Senator Renteris States that he hopes that the Senators didn't get trustrated, and expressed his enjoyment with the nights meeting. Senator Amend Stated interest in being on the Rules Committee. Page Thirteen Senate Minutes 24-02 Senator Boixo Stated she was glad that they decided on the money for the quilt. Senator Pida Stated that he is aware of Aids. Even though tonight ther has been a vast difference of opionions don't hold it against anyone. MOTION by Senator Pida to go out of the order of the day into Board and Committee Reports. 10-6-0 Vote approved. VOTE on motion 10-6-0 motion approved. MOTION by Senator Pida Second by Senator Schwartz to close item number seven. 13-3-0 Motion approved. President Bud Benneman calls minutes back to the item of the day. Senator Campbell announced that she was sorry for needing to leave. Senator Martin announced that this is the way senate meetings usually are. He is open to talk with senators about the committees. Do not compromise what you believe, say what you want to say. Senator Block announced that sorry missed all the fun. President Joel Kostman announced congratulations to the new chairs. Chairs will need to give board a 100%. Needs to speak to senators individually. Board of Regents issue needs our attention. Need to stick together and join the fight. Senate President Bud Benneman stated congratulations on the senate committee chairs and faculty senate committees. The senate is all about compomise, tonight you have learned that. Sometimes certain information will arise that will make you change your opion. Senate Committee chair for the Constitutional Revision Committee needs to realize that there are seven schools not represented here on the Senate IX.
