Folger) In connection with the Las Vegas Valley Water D istrict, I have had considerable correspondence with Mr. Cory with respect to suggestions that possibly some changes might be necessary in the statute creating the district*w hich changes could be E ffected by new le g isla tio n at the pending session o f the Nevada Legislature. The only thing that concerned me was the question as to the possible v a lid ity o f the bonds in view o f the fact that the law provides the bonds may be issued by the directors rather than at the submission to a vote o f the people in the d is tr ic t as is customary in most o f the so-called d is tr ic t acts in C alifornia. X referred Mr. Cory to some decisions on this point and I am enclosing herewith copy o f his le tte r to me which is self-explanatory and which indicates that the d irectors o f the d is tr ic t are completely sa tisfie d with the present form \ o f the a ct. I t also contains some interesting information about their plans for the Las Vegas Land and Water Company. Mr. Cory advised me recently that the d is tr ic t had borrowed $10,000 from the city which they apparently assume w ill be su fficie n t fo r the engineering study which they contemplate making.
