will pemit succeeding annual accounting periods hereunder to eoincide with the fiscal year of BMI. {2) During the year next succeeding said initial period, the monthly service charge shall be the average monthly service charge during said initial period and thereafter during each succeeding year the monthly service charge shall be the average monthly service eharge during the immediately preceding year, (3) At any time BMI and the Water District may by agreement fix minimum monthly service charges in any amount for any number of months not exceeding the next succeeding six calendar months. At the end of said initial period and each year thereafter BMI shall compute, as provided In Paragraph 23# the total service charges due from the Water District for said initial period or year and shall also compute the total of monthly service charges paid by the Water District to BMI during said initial period or year. Not later than the tenth day of the second calendar month immediately succeeding the end of said initial period or year BMI shall submit a statement to the Water District showing the amount by which said total monthly service charges for said initial period or year exceeded or were less than the total service charges due from 18.
