In telegram A p ril 1st I advised you the matter was being given further consideration. We are now asked to furnish follow ing information: 1) Investment by Railroad Company fo r water supply purposes down to connection with the domestic supply, separated into cost of land, w e ll, reservoir, wood stave pipe lin e , present cast iron pipe lin e and proposed cast iron pipe lin e . # 2) Investment of L.V.L.& W. Company in ranch that was pur-chased to insure b en efic ia l use. 3) Total amount of water used by the Railroad la st year and amount used by the Water Company. 4) I t seems to me that i t would be better fo r the Railroad Company to s e ll the water at the point of connection o f the domestic supply to the Water Company so that any future dis­position of the Water Company w ill not a ffe c t the Railroad Com-' pany’ s supply. This would be in lie u of lease proposed in your le t t e r February 19th. Would lik e , however, to know why the Law Department considers a lease necessary to protect our water righ ts. 5) The town o f Las Vegas is now growing m aterially and i f we are to make a change in the water rates, going to meter pay­ments, should i t not be done now rather than wait u n til expira­tion of the present franchise in 1934, when there w ill be so many additional in s ta lla tio n s . 6) Referring to the agreement with the Boulder Dam Syndicate, In c .: Would i t not be preferable fo r the Water Company to in­s t a ll these mains and require a guarantee by the Syndicate of in terest, taxes and depreciation, to ta lin g about twelve percent per annum fo r ten years, giving credit fo r revenues collected. This would insure to the Water Company the proper size and con­struction o f the mains and avoid the necessity of future pur­chase as was done in other cases recently. The c e r tific a te from the Public Service Commission now held by the Syndicate could be transferred to the Las Vegas Land & Water Company.
