/ 7r MEMORANDUM - MEETING UNION PACIFIC November 2k , 19^8 About 10:00 A.M. T om Campbell r e c e iv e d a phone c a ll t h a t we ( members of the WATER BOARD) COULD SEE MR. ASHBY, THIS IN COMPLIANCE WITH OUR LETTER REQUESTING AN INTERVIEW. ON SHORT NOTICE WE WERE ABLE TO CONTACT CAMPBELL, CABHMAN, Bu t t e r f i e l d , Un d e r h il l , and Mil l e r — who were met in room 202 Union Pa c i f i c De p o t , by Blonde and Re in m h r t , V ice Pr e s id e n t of the Las Vegas Land and Water COMPANY AND GEOLOGIST-ENGINEER FOR THE UNION P A C IF IC . WE TALKED AT SOME LENGTH w it h MR. Re in h a r t w ith reference to the water s i t u a t i o n in the area in general AND THE P O S S IB IL ITY OF PURCHASE OF THE WATER COMPANY BY THE D IS T R IC T , THE MEAT OF THE CONVERSATION BEING THAT THEY ( THE LAS VEGAS LAND AND WATER COMPANY) WOULD PREFER US (THE LAS VEGAS VALLEY WATER D IS T R IC T ) TO MAKE AN OFFER — BUT THAT THEIR LEGAL DEPARTMENT HAD QUESTIONED THE AUTHORITY OF OUR BOARD TO NEGOTIATE FOR THEIR PROPERTIES, AND THAT THEY WERE NOT SA TISFIED ON OTHER LEGAL POINTS WHICH MIGHT ARISE. WE SUGGESTED A MEETING WITH THEIR ATTORNEYS AND OUR BOB JONES AND Alan B i b l e , which was agreed upon b u t no d e f i n i t e appointm ent made. T he group then went from the depot to Mr . As h b y ' s Pr i v a t e car, where we met Mr . ASHBY — WERE SERVED REFRESHMENTS AND AN EXCELLENT LUNCH. THERE WAS A GREAT DEAL OF DISCUSSION ON VARIOUS TOPICS AND SOME ON THE WATER QUESTION. MR. ASHBY INFERRED IN WHAT HE TERMED UNOFFICIAL OPINIONS (INASMUCH AS THEY WERE NOT *N AGREEMENT WITH THE BELIEFS OF HIS EXPERTS AND ENGINEERS) THAT THERE WAS NO NEED AT THE PRESENT TIME TO SUPPLEMENT THE WATER SUPPLY FROM OUTSIDE SOURCES AS H E BELIEVED A SUPPLY OF 50*000,000 GALLONS PER DAY COULD BE DEVELOPED FROM PRESENT SOURCES. Mr . Re in h a r t s t a t e d t h a t he thought 17,000,000 to 19,000,000 gallons was closer TO THE LIMIT and THAT 15,000,000 WAS THE MOST THAT HAD EVER BEEN WITHDRAWN AT ONE TIME - - 6,000,000 GALLONS AVERAGE CONSUMPTION THROUGHOUT THE YEAR. MR. £SHBY STATED THAT DUE TO LIMITATIONS PLACED ON THEM BY THEIR CITY FRANCHISE THEY WERE UNABLE TO SERVE WATER TO THE STRIP OR OUTSIDE OF THE CITY LIMITS. HE ALSO STATED THAT THE COMPANY MIGHT BE WILLING TO SELL THEIR DISTRIBUTION SYSTEM BUT FELT IT WOULD PROBABLY BE BETTER TO TAKE IT OVER ON A CONDEMNATION BASIS THAN TO NEGOTIATE. We f i n i s h e d our m e e t in g about 3*00 P.M.
