If Mr. Eouoh has purchas­ed the property fro® Mr. Jauregui, it might be advisable to offer him a water connection and sell him water under the same terms and conditions as the proposed water connection and sale of water to Mr. Jauregui was to have been accomplished. If it Is your view that we have no legal obligation to allow Mr. Boueh to secure water from this pipe line, it might be advisable to advise him {as other applicants have been advised) that due to the deteriorated condition of tho pipe line, additional connections oannot bo made. Before proceeding further In the matter, would appreci­ate your recommendations and advice as to how we should proceed, l.e., offering him a connection and sale of water to him on the basis offered Mr. Jose Jauregui or, if we are not legally com­mitted, to inform Mr. touch that there is no surplus water avail­able from the line at this time and that his further use of the unauthorized connection to the pipe line must be terminated.
