George E. Wade, City Engineer, reported that the State Highway Department had requested that the City annex that property between San Francisco and the Boulder Highway. An ordinance entitled: AN ORDINANCE TO AMEND SECTION 1 OF ORDINANCE NO. 592, BY PRESCRIBING PARKING TIME LIMITS IN THE PARKING METER ZONE, PROVIDING FOR EXTENSIONS OF PARKING TIME LIMITS IN THE PARKING METER ZONE; PROVIDING PENALTIES FOR THE VIOLATION OF THIS ORDINANCE; PROVIDING OTHER MATTERS PROPERLY RELATED THERETO; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH, having been reported on favorably by Commissioners Jarrett and Sharp, was read in full to the Board. An ordinance entitled: AN ORDINANCE ADOPTING THE CODE OF STANDARD SPECIFICATIONS FOR PUBLIC IMPROVEMENTS FOR THE CITY OF LAS VEGAS, NEVADA; PROVIDING PENALTIES FOR THE VIOLATION OF THIS ORDINANCE; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING OTHER MATTERS PROPERLY RELATED THERETO, having been reported on favorably by Commissioners Jarrett and Sharp, was read in full to the Board. Thereafter Commissioner Jarrett moved this Ordinance No. 621 be adopted. Motion seconded by Commissioner Sharp and carried by the following vote: Commissioners Bunker, Jarrett, Sharp, Whipple and His Honor voting aye; noes, none. Commissioners Bunker and Sharp, committee for recommendation on the proposed amendment to the Pawnbrokers ordinance requested additional time before reporting. H. B. Trent, Superintendent of Recreation, presented the proposal of the Painter's and Decorator's Local #159 and Painting and Decorating Contractors to paint the Recreation Center. Thereafter Commissioner Bunker moved this proposal be accepted and the following resolution thanking them be adopted: WHEREAS, the City of Las Vegas has constructed a new Recreation Center to assist in the recreation and development of its youth and combat juvenile delinquency; and WHEREAS, said Recreation Center is practically completed and no provisions have been made for painting the same; and WHEREAS, the Painters and Decorators Local No. 159 has offered to paint the said Recreation Center by the furnishing of labor without cost; and WHEREAS, the Painting and Decorating Contractors have offered to furnish the necessary materials and supplies therefore, other than paint, NOW, THEREFORE, BE IT RESOLVED that the City does hereby accept the offer of the Painters and Decorators Local No. 159 and Painting and Decorating Contractors for the painting of said Recreation Center and do by this Resolution publicly acknowledge and thank and commend both of said organizations for their public spirited interest in the welfare and development of the City of Las Vegas and the advancement of its youth through a recreation program. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Jarrett, Sharp, Whipple and His Honor voting aye; noes, none. At this time the Commission questioned Recreation Superintendent H. B. Trent as to the amount of money necessary to furnish the new Recreation Center.
