As the return from s a le o f water to present p o te n tia l consumers in the area would he le s s than #hoo per annum, the Water Company Is not ju s t if ie d in assuming the cost o f in s t a llin g such main, p a r tic u la r ly in view o f the fa c t there are numerous other areas in the c it y where s im ila r conditions obtain. In our opinion Rule 9 o f the Rules and Regulations o f the Company as approved by your Commission and which pro­vid es in parts "Whenever an a p p lica tio n fo r water s e rv ic e Is rec e iv e d which w i l l req u ire the Company to extend it s water mains more than 50 fe e t , exclu sive o f the s e rv ic e pipe o f each customer to be served, the applicant s h a ll enter a con tra ct to advance s u ffic ie n t money to cover the cost o f making such exten sio n ,- - a p p lie s equ ally to a su bdivider, a s in g le ap p lican t, or a group o f applicants as in th is case. Mr. Denison has advised us the applicants a l l belong to the Highland Rark Water A ssocia tio n , and I t is our thought these property owners should look to the A ssociation fo r r e l i e f and In event that is not p o ssib le the A ssociation should sake a p p lica tio n to the Water Company fo r s e rv ic e
