Nam ely, conservation of supply, elimination of waste and equalization of charges. In your September 30, 1955 letter you very kindly offered to go further Into oil legal aspects of this matter and render a formal detailed opinion upon the request of the D istrict. M cNamee, M yers, DUtrict Bond Counsel, which holds that there U no limitation mi the power of the Water District to Install water meters within that portion of the territory of the District included within the boundaries of Hie City of Las Vegas end to establish and collect metered water rotes and charges therein. As previously explained on the telephone and in correspondence, the DUtrict Directors are definitely of the opinion for Hie reasons stated that it is absolutely essential to undertake a metering program) as soon as possible.
