A meter must be installed in the pipe line, near the point of diversion, so that accurate measurements of water placed to beneficial use may be obtained. This source is located within an area that has been designated by the State Engineer as coming within the meaning of the provisions of the 1059 Underground Water Act, as amended in 1043; therefore the State reserves the right to regulate the use of the water herein granted at any and all times. The amount of water to be appropriated shall be limited to the amount which can be applied to beneficial use, and not to exceed 5.0 cubic feet per second. Actual construction work shall begin on or before December £7, 1945. Proof of eommenoeatent of work shall be filed before January 27, 1046. Work must b© prosecuted with reasonable diligence and be completed on or before December 27, 1047* Proof of completion of work shall be filed before January 27, 1947 {sic) Application of water to beneficial use shall be made on or before December 27, 1950.
