As regards Mr. Allen1s criticism of Las Yegas expenses, attached are two statements as follows: 1. Comparison of forces, number of consumers, lineal feet of water distribution mains maintained, water consumption, Investment and revenues for past 10 years. 2. Comparison of number of consumers, number of new services installed, revenues and expenses with average revenue and average cost of operation per consumer for years 1950» 1951 and estimate for year 1952* A review of the first statement indicates that while the number of consumers and length of water mains maintained as of December 3 1 > 1 9 5 1 are approximately 2-| times greater than similar facilities as of December 31, 19^2, our forces are about k0% greater than for the period 19ii4-19^9 and approximately the same as the average of the years 19^2-19^3. The comparison shown in the second statement shows an Increase in cost of operation per consumer from |7*&0 ih 1950 to $8.55 ih 1951 and an estimated expense of |8.?3 in 1952. These advances are, in my opinion, reasonable in view of increased labor and material costs.
