Last year we were aisle to get through the worst period toy an appeal to the people through newspaper adver­tisin g and by keeping the public advised o f the exact status of the water supply. In fact, quite a number called at the o ffic e and assured us of th eir sincere co­operation in conserving the supply, but pointed out the fact that at times It became discouraging a fte r they had put forth th eir best e ffo rts, to look over into their neighbor's yard and see water running to waste. I t Is fo r this purpose that the ordinance i * mostly needed, ae the majority o f our citizens appreciate the fact that water Is a prime essential and know that when they help to conserve i t , they are benefiting them­selves as much ae anyone else. We shall to® glad to assist you In any way we can In drawing up such an ordin­ance, and respectfully suggest consideration o f the fo l­lowing restriction s which are In e ffect at Reno and Sparks: # (a ) The customer shall maintain a ll fixtures in good operating condition to prevent the waste of water through leaky fixtures and shall not permit water to flow continuously through any fixtu re. (to) The customer, in sprinkling lawns or gardens, sh all use a spray nozzle o f some sort. (c) Water shall not toe permitted to flow from any customer's premises either into the gutter, street or adjoining lo t ." These restriction s would not work a hardship on any individual, tout would in general cause the water to be put to a ben eficial us®. During a period of June 1935# actual measurements toy the master meter indicated a con­sumption of 472 gallons per person per day, based on a population of 8,000 (ae detailed in my le tte r to you under date of June 20th, 1935)j sta tistic s from representative c itie s throughout the country show that our per capita consumption is about three times that o f the average.
