Section 13. That the City of Kansas City, Kansas, shall, and said City hereby covenants and agrees that it will main­tain in good repair and working condi­tion the Public Levee of said City and will operate the same in an efficient manner and at reasonable cost so long as any Public Levse Terminal Revenue Bonds of said City remain outstanding, provided, however, that nothing herein or in this Ordinance contained snail be construed as imposing on said City any obligation to levy any taxes to pay the principal of or interest on said Revenue Bonds. Bo long as any of said Revenue Bonds remain cnitstanding, said City will maintain adequate insurance on the in­surable parts of the Public Levee against the hazards of fire, lightning, tornado and explosion, and, in the event of loss or damage, will use the proceeds of such in­surance in replacing and reconstructing such of the facilities as may have been damaged or destroyed. Section 14. That5'bo long as any of tne Public Levee Terminal Revenue Bonds of the City .of Kansas City, Kansas, is­sued pursuant to the provisions of this Ordinance remain outstanding, said City shall, and it hereby covenants and agrees that it will keep proper books, records and accounts (separate from alt other recosds and accounts), in which complete and correct entries will be made of all transactions relating to the Public Levee of said City, and said City will furnish to the holder or purchaser of any of the Public Levee Terminal Revenue Bonds of said City, on the written request of such holder or purchaser, and not more than sixty days after the close of each calendar or fiscal year, complete finan­cial statements covering in reasonable detail the operation of said Public Levee during said year, certified by the City Clerk. The holder of any of said Rev­enue Bonds at the time then outstanding shall have the right at all reasonable times to inspect said Public Levee and all record*, accounts and data of the City re­lating thereto. Section 16. That the provisions ol this Ordinance shall constitute, a ron- tract by and between the City of Kan­sas City. Kansas, and the holders of, the Public Levee Terminal Revenue Bonds of said City authorised pursuant to the provisions of this Ordinance, and the provisions of this Ordinance may be enforced in any court by the holder of any one or more of said bonds. Section 16. It is hereby declared that the sections, clauses, sentences and parts of this ordinance are severable, and are not matters of mutually essen­tial inducement; it being the intention of th© City to comply in all ™sp«ets with the Constitution and laws of the State of Kansas, and if any one *X more sections, clauses, sentences or parts of this Ordinance shall for any Mason be questioned in any court or ?hall be adjudged unconstitutional or Invalid, such Judgment shall not impair or invalidate the remaining provisions of Sis Ordinance, and shall be confined in its operation to the specific provision or provisions so held unconstitutional or lfavalid. and the Inapplicability oiJ” validity of any section, clause, sentence or part of this Ordinance In any one c r more instances shall not be taken affect or prejudice in any way *t* appli cability or invalidity in any other in “Gotten 17.
