By Subsection 41 they are authorized to construct, purchase or lease and maintain canals, ditches, flumes, artesian w ells ant reservoirs sM to purchase or - leas® springs, streams or sources of water supply fo r the purpose of providing water fo r irrig a tio n , domestic or other'purposes; and to prevent a l l waste of water flowing from artesian w ells, and, i f necessary, to secure said sources o f water supply, to purchase or lease the land from or upon which said water he.® been, appropriated or applied. Also to purchase, acquire or lease stock in ditch, canal, reservoir or water companies fo r the purpose o f providing water fo r such City and the inhabitants thereof *l|f Subsection 45 they are authorized to purchase, construct, lease, rent, manage and maintain any system or port of any system of water works, hydrants and supplies o f w a te r,1 By Subsection 80 i t Is provided that any property, re a l or personal, necessary or acquired fo r the public use of the c ity may fee condemned and appropriated in the manner prescribed by general law, and a l l rights of eminent domain may fee exercised by the c ity in relation thereto# The general law of the state pertaining to right© and procedure relatin g to eminent domain is found under Sections 9155 to 9176, in clu sive, .ifl C. L« Section 9155 provides that the right of eminent domain may be exercised in behalf of the following uses, among others: reservo irs, water right®, canals, aqueducts, flumes, ditches or pipes fo r conducting water fo r the us® of the inhabitant o f any county or incorporated city or town • * * i and a l l other public msec fo r the benefit of any incorporated city or the inhabitants thereof* « . * * electric lig h t and electric power lin es and power plants. By Section 9155 the private property which may fee taken includes property appropriated to public us© provided that
