Bennett is of the opinion that we are required to refund any overcharges made under the previous rate schedules„ I go along with the suggestion made in the last paragraph of his letter| namely, “In view of the fast that there are just a few Of suoh accounts, as 1 understand It, possibly a shook should be made of the facilities they now have to see shat rates they should pay. under the tariff effective Kay 1, 1 9 6 3 ^ ' This should not Involve an amount of work whleh would require the substantial additional to your staff referred to in your letter of August 24th and covered by my reply of August 26, 1963.
