?;'* • - « \ >• LOS kmn.ES - Jan. 18, 1949 File: 80-8 Mr. Ill* Reinhardt: (ce: Mr. A.M. Folger) In eonneotion with the Laa Vegas Valley Water District, I hare had considerable correspondence vlth Mr. Cory with respect to suggestions that possibly some changes might be necessary in the statute creating the district which ohanges could be affected by new legislation at the pending session of the Nevada Legislature. The only thing that concerned me was the question as to the possible validity of the bonds in view of the fact that the law provides the bonds may be issued by the directors rather than at the submission to a vote of the people in the district as Is customary In most of the so-called district acts In California. I referred Mr. Cory to some decisions on this point and Z am enclosing herewith copy of his letter to me which Is self-explanatory and which Indicates that the directors of the district are completely satisfied with the present form of the act. It also contains some interesting information about their plans for the Las Vegas Land and Water Company. Mr. Cory advised me recently that the dlstriot had borrowed #10,000 from the olty which they apparently assume will be sufficient for the engineering study which they contemplate making. S.
