Halsted: Please note Leo*s letter of June 5, and my reply thereto dated June 6th, enclosed herewith. I think that application should he made to the State Engineer to appropriate this underground water when the exact location of the well drilled- or to he drilled- is determined, hy legal subdivision. It might he well to Scrip a forty, although I think with a permission from the state authorities to appropriate the water, and a license from the Interior Department for pipe line, we will have sufficient protection.
