If, as a practical aattsr, after Mr* Montgomery and Mr* tfaag have reviewed the estimates furnished by any contractor for any par­ticular project, Ur* Montgomery is not satisfied and still fesls that the District should secure three bids, I have no objection to him getting such bids, sad* having secured such bids, 1 as agreeable to accepting the lowest thereof from a reliable contractor, assuming such bid is lower than Mr, Haag’s estimate. || assume you will agree with me that bids are sot nec­essary for jobs under $2,000.00). Personally, I feel, in view of the review of these estimates both by Mr. Kaag and Mr. Montgomery, that your proposal to secure throe bids will cause unnecessary and avoidable delay to the early completion of the projects submitted by ths subdivide™, sad will subject ths Mater Compsay to criticism for which it is in no wise responsible and esa not bo hold responsible under the contract.
