Ross Clark Vice Pres. Los Angeles & Salt Lake RR. Los Angeles, Cal. Lear Sir:- I recently approved a Porm 30 providing for installation of a water meter to serve "bean warehouse at Hartville, Cal. Est- imated Capital Expenditure of $> 24.48. This Work Order was approved with the understanding that the entire expense of installation would "be charged by the Rail­road Administration to the Corporation. Mr. Calvin, in his letter to me Dec. 3rd, instructed that inasmuch as the Administration would continue to look after all the properties of the Railroad Co. until other arrangements might be effected' between the Director Gen­eral and the Corporation, it would seem proper where it was necess­ary to make improvements to property classified as "Miscellaneous Physical Property", that we should proceed with necessary improve­ments and render bill to the Corporation accordingly. In order that you may be advised with respect to such rul­ing and to certain expenditures we might be called upon to make to properly maintain outside property I am bringing this matter to your attention and will have Mr. Comstock furnish you with a copy of the Porm 30 authorizing this expenditure.
