Porm 30, No, 5-1954, received with your letter of the 19th instant, covering drilling of well for water to estimated depth of 800 * for additional water supply at Las Vegas, Nevada, for emergency use, which form I have approved with the understanding that no greater expenditure will he made in the process of drilling than is necessary to develop a well sufficient for the purposes intended.
