    be recovered in any civil action brought in the name of the city for the recovery of the amount of license tax imposed by this ordinance. This ordinance shall not be construed to permit the operation of any bus­iness to which this ordinance applies, for any length of time whatever without having in full force and effect a proper license issued by the City of Las Vegas. SECTION 2. All ordinances or parts of ordinances in conflict herewith are hereby repealed. SECTION 3. Any person failing to pay such penalties provided in this ordinance shall be guilty of a mis­demeanor and upon conviction shall be punished by a fine of not more than $500.00 and/or six (6) months in jail, or by any combination of such fine and imprisonment, in addition to any other penalties which may be imposed by other Ordinances of the City. SECTION 4. This ordinance shall be in full force and effect upon its final reading and adoption, and final publication as in the next section provided. SECTION 5. The City Clerk and Clerk of the Board of Commissioners of the City of Las Vegas, shall cause this ordinance to be published once a week for two successive weeks immediately following its first read­ing and adoption, in the Las Vegas Review Journal, a daily newspaper published in the City of Las Vegas. ORDINANCE NO. 659 AN ORDINANCE TO ADOPT THE MASTER PLAN OF STREETS AND HIGHWAYS FOR THE CITY OF LAS VEGAS, NEVADA, A PART OF THE MASTER PLAN: ADOPTING BY REFERENCE THE MAP ON FILE; PROVIDING OTHER MATTERS PROPERLY RELATED THERE­TO; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH. The Board of Commissioners of the City of Las Vegas do ordain as follows: SECTION 1. PURPOSE OF THE PLAN: This Master Plan of Streets and Highways for Las Vegas has been prepared by the Las Vegas City Planning Commission to promote the orderly development of land which an increasing population will re­quire; to eliminate existing congestion and facilitate rapid traffic movement; and to make provisions for anticipated future traffic_needs. SECTION 2. TITLE AND RELATION TO MASTER PLAN: This plan has been prepared as part of the Master Plan for the City of Las Vegas, Nevada and shall be designated as the Master Plan of Streets and Highways for Las Vegas, Nevada. SECTION 3. THE OFFICIAL MASTER PLAN OF STREETS AND HIGHWAYS MAP NOW ON FILE IN THE OFFICE OF THE CITY CLERK AND ALL EXPLANATORY MATERIAL IS HEREBY ADOPTED BY REFERENCE AND MADE A PART OF THIS ORDINANCE AS IF FULLY SET FORTH HEREIN. SECTION 4. DEFINITION OF MAJOR STREETS OR HIGHWAYS: Major streets or highways shall denote streets or highways of primary and secondary importance to the City and on which preference is given to the thru movement of traffic. Major streets and high­ways shall consist of the following as designated on the Official Master Plan of Streets and Highways Map: 1. All highways designated as federal highways; 2. All highways designated as state highways; 3. Section line roads designated by the Planning Commission; 4. Other streets and highways, existing or proposed, which the Planning Commission has designated as a major street or highway in order to carry out the purpose of this plan. SECTION 5. CLASSIFICATION OF MAJOR STREETS OR HIGHWAYS:
