Mr. Wm. Reinhardt Sept. 1, 1950 Page 2 (1) We should have a water engineer with a reputation in his field who can testify concerning the result of drilling additional wells in the water basin. Whoever is selected to represent us should, if possible, contact the engineers mentioned by Mr. Allard, to determine if there is going to be any conflict in the views which they will voice with the views of our representative. If there is a conflict, our representative should be a person of equal standing with those who may oppose him. I understand that at the present time you consider Mr. Taylor as a person properly qualified to testify as to these matters. (2) Mr. Folger should be prepared to testify from his records as to the production and consumption of water this year. I believe his testimony would demonstrate that there has not been any instance of a serious water shortage this year. I believe there have been some instances in whieh low pressures have existed in parts of the system* Either he ©r our water engineer could explain whether this resulted from a shortage of water or other factors. (3) Either you or some officer of the Company should testify as to the policy of the Company with respect to further expendltures for the development of water either by wells or the suggested pipe lines from Henderson or Lake Mead. (4) Mr. Adamson should testify concerning the cost of a system designed to bring water from Henderson or Lake Mead. I believe that he eould largely base his testimony upon the cost figures of the Greeley and Hanson Report, with such changes in their estimate as may appear to be justified. (5) I think we should be prepared to show the present cost of drilling water wells. From this we may be able to demonstrate not only that it is not economically feasible to drill additional wells under present conditions but also that the asking price for the Searles well is excessive. I anticipate we will be faced with the suggestion that we should purchase this existing well. (6) Mr. Wehe should prepare some brief exhibits showing the additional revenue which would be required to earn a return upon additional expenditures made either in the drilling of additional wells or the construction of a pipe line system from Henderson or Lake Mead.
