Bennett: Los Angeles, California Dear Ed: The two day session of the Colorado River Commission, Friday and Saturday, September 21st and 22nd, was concluded on schedule and it is my guess that Bill Caulthard owes you the sum of $1.00 in lawful money of the United States. The session Friday morning was held behind closed doors and during the course of this session the lessees of plant facilities submitted what might be designated as a letter of intention to negotiate a purchase of the entire plant, town-site, reservoir, water pipes, etc. This meeting was informal and it is my understanding that a formal offer of purchase will be prepared by the lessees and will be submitted at a later date. It is also my understanding that the Colorado River Commission will not look with favor upon any offer which will not pay the balance now required to be paid by the State of Nevada on its purchase of the plant from the Federal Government. The unpaid balance is approximately Eighteen Million in round figures. The plant lessees in their presentation to the Com­mission stated that they would be willing to sell surplus water but that if they purchased the land, they would not approve any proposal which would guarantee a specific amount of water to the Las Vegas Valley Water District or any other agency. The Las Vegas Valley Water District was not invited to attend any of the sessions on Friday or Saturday and the subject of water came up only through Mr. Bill Chamberlain, managing director of the Las Vegas Chamber of Commerce, who attended the Saturday morning meeting to urge that the Colorado River Ccmnggsion make provision far the Stowe Manufacturing Company to acquir®^;^ 1 space at the plant. In the course of his remarks he urged Colorado River Commission to make Henderson water available f a n use in Las Vegas, but he made no specific proposal in this gard.
