Bennett Referring to our discussion a few days ago concerning Mayor Baker* s statement that the City will require the Las Vegas Land and Water Company and the Las Vegas Valley Water District to secure City approval of any sale agreement. I find Beotian XX of our Permit, dated February 21» 1930 from the City provides! •The privileges hereby granted to said Remittee shall Inure to the benefit of said Permittee, its successors and assigns, for a period of fifty (50) years from and after the date hereof, provided said Permittee shall not be entitled to assign this Permit or any rights hereunder without the consent of the Board of City Commissioners of said City of Las Vegas first had end obtained in writing.* I have furnished the Water District copy of the above section. Today I received from the Water District the attached copy of the let creating the District as amended at the 1951 session of the State Legislature. The District is of the opinion the Act particularly Paragraph 8 and 9 of Section I and Section 19 grant it the necessary powers to acquire existing properties and to operate in and along City streets and alleys without securing City approval.
