LATHROP: I think that the carrier should publish own tariffs alone and not be compelled to either keep on in its offices or have anything to do with the tarnis other aarriers« of MR. BOWERS: That is my judgment also. MR. SHELTON: I agree with that, except I think that the initial carrier would have to publish the rate of the other * company where it is understood that the state rates are used to. manipulate or evade the interstate commerce law.
