Permitting with knowledge, water to escape before beneficial use from any pipe, drain or other conveyor either above or below the surface of the ground. "(g) Waste in any manner. A waste of water in any manner by any person without first putting the same to beneficial use. (Ord. Mo. 211, Sec. 2; Ord. Mo. 218, Sec. 2 ; Ord. Mo. 247, See. 2.)11 "Sec. 7. Use for sprinkling, irrigating, water­ing lawns, etc. "The use of water from any water system belong­ing to any public utility for the purpose of sprinkling, irrigating or watering lawns, trees, hedges, gardens or the ground is hereby prohibited between the hours of 8:00 A.M. and 5:00 P.M., and between the hours of 8:00 P.M., and the following day at 5:00 A.M. (Ord. No. 211, See. 3)." It would seem to me that there are sufficient laws under the present Code, the non-enforcement of which would result in waste of water. The only suggestion I would have would be an ordinance authorizing the Mayor or Chief of Police to fix or change the hours for the use of water for certain purposes but in view of the language of Section 7 above quoted, it would seem to me that waste of water could be pretty well controlled if, as I have stated, the laws are enforced. I am asking Mr. Bryan, to whom a copy of this letter is being sent, to discuss this matter with Mr. Folger and ascertain and advise what attempts havebeen made to enforce these laws during the past year and what the attitude of the City Attorney is towards the necessity of any additional laws.
