X, at that time, advised him that i t would be im possible at that la t e date to secure the same as they woul'd have to come through the A ssista n t C h ief Engineer*® o f f i c e and the date se t f o r opening o f b id s was only th ree days la t e r , August 29th, and, 1 would, th erefore, not have time to secure a se t of plans and s p e c ific a tio n s f o r him. In th is connection, from what % have heard concern** in g Mr. McGinnis* a b i l i t y , I do not think he would have been a b le to f ig u r e the plane and s p e c ific a tio n s should he have been given them. Concerning h is l e t t e r to you of August 2?to and your r e p ly o f September End would say that Mr. McGinnis has not c a lle d on me sin ce h is f i r s t v i s i t nor did I ever make any request f o r him to submit a f ig u r e on these p lan s and s p e c ific * a tio n s.
