ESTABLISHING CIVIL SERVICE RULES AND REGULATIONS FOR THE EMPLOYEES OF SAID CITY, DEFINING TERMS; PROVIDING FOR EXAMINATION; ESTABLISHING ELIGIBILITY LISTS; PROVIDING FOR APPOINTMENTS; PROMOTIONS; DISCIPLINARY ACTION ; REPORTS AND RECORDS; CLASSIFICATION AND PAY PLANS; AND ALL MATTERS RELATING THERETO; AND REPEALING ORDINANCE NO. 391 AND ALL OTHER ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH, " BY ADDING A NEW SECTION PROVIDING FOR THE METHOD OF PAYMENT TO TERMINATING EMPLOYEES; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH, was read by title and referred to Commissioners Bunker and Whipple for recommendation. An ordinance entitled: AN ORDINANCE CREATING THE POSITION OF ASSISTANT CITY MANAGER; AND PRESCRIBING THE DUTIES THEREOF, was read by title and referred to Commissioners Bunker and Jarrett for recommendation. An ordinance entitled: AN ORDINANCE TO AMEND SECTION IV, OF. ORDINANCE NO. 378 ALSO REFERRED TO AS SECTION 10, CHAPTER 24, OF THE LAS VEGAS CITY CODE, BY AMENDING THE LAND USE PLAN MAP ADOPTED BY THE CITY OF LAS VEGAS, AND CHANGING THE ZONE DESIGNATION OF CERTAIN AREAS ON THE SAID MAP, was reported on favorably by Commissioners Bunker and Peccole and thereafter read in full to the Board. Commissioner Bunker moved the above entitled Ordinance No. 487 be adopted. Motion seconded by Commissioner Peccole and carried by the following vote: Commissioners Bunker, Jarrett, Peccole, Whipple and His Honor voting aye; noes, none. Commissioners Jarrett and Whipple committee for recommendation on the proposed ordinance on the rezoning of the L.B. Scherer property requested additional time before reporting. Commissioners Bunker and Jarrett, committee for recommendation on the proposed amendment to the Minor Ordinance reported unfavorably. Commissioners Bunker and Whipple committee for recommendation on the proposed amendments to the Solicitors, Peddlers and Itinerant Merchants Ordinances reported unfavorably. Commissioner Bunker moved that the performance bonds filed by Wells Cargo on Southridge Subdivision Tract Nos, 1 and 2 be released. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Jarrett, Whipple and His Honor voting aye; noes, none. Commissioner Peccole passed his vote. Commissioner Bunker moved the request of J.M Murphy Construction Company for partial payment on Assessment District No. 100-6 in the total, amount of $5,869.09 and partial payment on the paving of 4th and Mesquite Streets in the total amount of $2,079.72 be approved and the Mayor and City Clerk authorized to sign the warrant when prepared. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Jarrett, Peccole, Whipple and His Honor voting aye; noes, none. Commissioner Jarrett moved the request of the Art League to use the Auditorium free of charge from June 3 through June 5, 1952 be approved. Motion seconded by Commissioner Peccole and carried by the following vote: Commissioners Bunker, Jarrett, Peccole, Whipple and His Honor voting aye; noes, none. Commissioner Whipple moved the request of Mr. Grants to rent the Auditorium to hold a road show be denied. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Jarrett, Peccole Whipple and His Honor voting aye; noes, none. Commissioner Jarrett moved that a lease be entered into with the Clark County Humane Society leasing to them certain property at the animal shelter for a term to rum concurrently with the term as it is set forth in the contract with the Humane Society. Motion seconded by Commissioner Peccole and carried by the following vote: Commissioners Bunker, Jarrett, Peccole, Whipple and His Honor voting aye; noes, none. Commissioner Peccole moved the request of Galen Barrow to transfer his liquor license for the Overland Arcade from 4 Fremont to 1216 South Main be approved. Motion seconded by Commissioner Jarrett and carried by the following vote: Commissioners Bunker, Jarrett, Peccole, Whipple and His Honor voting aye; noes, none. Commissioner Whipple moved the recommendation of the Civil Service Trustees that an outstanding experience person in the Fire Fighting field be invited to serve on the Oral Board for Fire Captains and Fire Engineers, be approved. Motion seconded by Commissioner Jarrett and carried by the following vote: Commissioners Bunker, Jarrett, Peccole, Whipple and His Honor voting aye; noes, none. There being no further business to come before the Board at this time Commissioner Whipple moved this meeting recess until May 9, 1952 at the hour of 4:30 P.M.
