Johnson: Refer to your letter December 6, 1955 and tracer December 20, file 1-7334, submitting copy of invoice from the City of Las Vegas dated February 19, 1953 covering lowering of water line at 23rd and Stewart Streets, Las Vegas, Nevada. I have investigated this matter and find that the Las Vegas Land & Water Company did not have any water mains in Stewart Street or 23rd at location and date indicated on invoice. It is my opinion that if the City had to lower any water iihes at this location in February 1953 they were privately owned water lines, in which case the City should look to the owners of the lines for payment of the bill.
