V M OFFICE OF TIE CHI EnaitlESK iiit e r -o ff ic e c o rririic A T ia ii ;3A7E * September 20, 1950 TO; C. U. Shelley, City T.lanager FRO1;; \7. 0. Anderson, City Engineer SUBJECT; Report requested by Howard Cannon, City Attorney, for Eater I nvestigation • In conformance with the request of Howard Cannon, City Attorney, at the meting of the City Commissioners on September 18, 1950, that I furnish him -with information concerning the volume of water used daily in the City, I am attaching copies of the Eater Consumption Reports which have been running consecutively from July 22, 1950, to the present time. Storage capacity of the 2 reservoirs owned by the VJater Company amount to 2^ million gallons and 1§ million gallons. A request has been given the later Company to furnish ua with the lineal footage of piping added since last October to the present, which information they are nou gathering. Also attached is a report given me by Art Angel, Plumbing Inspector, showing the water distribution service connections which have been added to the regular \7atsr distribution service since last October, These service connections cover both commercial and residential, and report only the individual taps made on the water mains. If these taps are estimated to consume 300 gallons per day per tap, the total added daily volume would amount to only about IhO thousand gallons^ however, I believe that through lawn watering as well, as other uses, the volume would be much greater than that and probably would amount to *- million gallons per day* Assuming that the average total daily consumption of water is a little over 12 million gallons, tho per capita consumption would amount to about U9Q gallons por day. This is a very high consumption. The average daily flaw at tlie disposal plant is 6 million gallons, which represents tho water used for domestic prupososj the balance of 6 million and better would represent the water consumed for lawn irrigation, etc. normally this would bo a very high consumption of water for irrigation purposes but due to the high rate of evaporation which exists in tills area throughout the summer months, it could not be considered too great* Since this office has made no detailed study of the water situation, we are not prepared to give an accurate report on tho actual condition of tlie system, however, certain factors definitely point to discrepancies ejdsting in the system. The first is adequate storage. Tlie present storage is totally inadequate for the volume of water used per day in that it represents a complete turnover of storage water at least 3 tines daily, and unless treatment facilities are correctly set up, much of this water will probably be improperly treated*
