I agree.*?« WHEREAS, the State 6t Nevada, acting by and through its Colorado River Commission, and with the approval of General Services Administration, has by agreement of sale dated , 19£>2, agreed to convey to BMI certain property, Including said Water Facilities, the purchase price therefor being evidenced by BMI’s promissory note, payable in quarterly installments until 1968 and secured by a deed of trust covering said property; and 6. WHEREAS, the territory of the Water District, except for the portion now served by said Water Facilities, is wholly dependent upon underground waters which are being and have been overdrawn, thereby creating a critical and immediate water shortage in said territory; . and 7. WHEREAS, said underground waters are and will remain the primary source of water supply in said territory and must be augmented from other sources by the most economic method until such time as the Water District may require and be financially able to construct its own water transmission line to Lake Mead; end 8. WHEREAS, the most economic method for said Water District to presently augment said primary source is by obtaining delivery of a portion of water transmitted by said Water Facilities; and
