Bennett March 10, 1953 Mr. Coulthard telephoned me yesterday from Carson City saying that Tom Campbell was there and they were getting quite upset in the delay about preparation of the final con** tract. I explained to him the necessity for surveys and he wanted to know why we couldn't draw up a draft of the contract, leaving the descriptions blank, so that the O'Melveny firm could go over the draft with us and start polishing It up, pending final completion of the survey. The District is going to employ the O'Melveny firm, which Mr. Rouse OK'd, to work on this contract and I would like to get something in their hands so we will not be criticized as I think we are going to have some severe criticism in the papers pretty soon unless we can get something in the hands of the O'Melveny firm to discuss with them.
