I have seen Mr, Carr, of Judge McKinley's o ffic e , and find that he advised his company that where a vessel docks at more than one wharf at San Pedro in one day, the dockage fee should be divided between the interested companies. He agrees in every respect with my interpretation of the ordinance. The ordinance is very plain in its terms, and a l l that remains is to devise a system for accounting. This would seem to be as simple a problem to solve as the division of rates between railroads fo r passenger or freigh t transportation, I f the Southern p a c ific absolutely refused£» to co-operate in agreeing upon a system, the only alternative, i t seems to me would be to make up an account fo r what we claim is due from the Southern p acific company, giving them credit fo r amounts due them, and b i l l upon them accordingly.
