However* the main thing is to get the M i l introduced containing an out-right repeal of the two provisos referred to and then start working on it. 1 would like to have this in Mr. Thomas1 hands when the session opens and X suggest you prepare a draft of the bill along the lines X suggested and send it directly to him* with a copy to me* and we can start from there, Xt will be necessary for you to give this matter your early attention.
