Dear Roy: X note In the Wall Street Journal today that the Oregon Supreme Court handed down a decision that a Public Utility District must receive the approval of voters in the district before issuing revenue bonds, reference being made to the case of P,E. Fullerton vs. Central tdnooln County Public Utility District. The case may be of interest to me in view of the fact that in Nevada a water district has recently been created which district was authorised to issue bonds but the law specifically authorised the directors of the dlstriot to Issue the bonds without submitting such an issue to the vote of the people. I am therefore Interested In the decision above mentioned and although X oan not hope to get the Supreme Court opinion prior to my meeting with the water dlstriot, could you wire me whether the lower court deolsion was published in the Pacific Reporter and reference thereto? X assume If it was so published, there will be reference to the law creating such districts, which I can check in our library here. Gould you also wire whether the opinion of the Supreme Court affirmed or reversed the decision of the lower court. X expect to have a meeting either the later part of this week, or early next week, and would like to have a chance to review the Oregon deolsion, to see If It Is pertinent In connection with the Nevada situation.
