Sohroeder Gentlemen* Referring to proposed agreement *N#L*D* 2502, now in course of execution, covering the construction of extension of existing 6 “ cast iron water main in Barnard Drive from Ashby southerly approximately 972 feet to Mountain View Avenue, Las Vegas* As you recall, in conference a short tine ago, it was agreed, in view of the unsatisfactory condition of the bottom of the trench for this water line necessitating the line being placed upon blocking during construction, that the blocking would be removed and the trench would be filled to grade with gravel and crushed rock thoroughly tamped so as to provide adequate bearing for the pipe line. Further that the trench would be backfilled with satisfactory material free fro® large boulders or rook and that we would be advised when backfilling was commenced so that we could examine the fill material and observe the operation* Between Friday, September 1^, and Monday morning, September 17, without previous advice to us the trench was backfilled using the material originally excavated from the trench which contained a large peraentage of large pieces of caliche and boulders not suitable for backfilling and so far as we can ascertain no gravel or crushed rook was tamped under and around the pipe nor was the blocking removed*
