    CALL OF SPECIAL MEETING Date: December 7, 1954 TO: SHIRLEY BALLINGER, City Clerk Las Vegas, Nevada A special meeting of the Board of Commissioners of the City of Las Vegas, Nevada is hereby called to be held in the Council Chambers of the City Hall, on the 7th day of December, 1954, at the hour of 7:30 P.M. to consider the following matters: 1. BAKER, Mayor and to WENDELL BUNKER, REX A. JARRETT, HARRIS P. SHARP, REED WHIPPLE, Commissioners and GEORGE H. ROUNTHWAITE, City Manager, ROBERT W. NOTTI, Assistant City Manager, and HOWARD W. CANNON, City Attorney of the City of Las Vegas. You and each of you will please take notice that pursuant to a call this day issued by Mayor Baker, a special meeting of the Board of Commissioners of the City of Las Vegas, Nevada, will be held in the Council Chambers of the City Hall, 5th and Stewart, on the 7th day of December, 1954, at the hour of 7:30 P.M. to consider the following matters: 1. Public Hearing on amendment to Gaming Ordinance. 2. Meeting on Bingo games. 3. Agreement with General Parking, Inc. /s/ SHIRLEY BALLINGER________ City Clerk ACCEPTANCE OF NOTICE We, the undersigned Mayor, Commissioners, City Manager, Assistant City Manager and City Attorney of the City of Las Vegas do hereby admit due service of the foregoing notice of Special Meeting. /s/ C. CANNON___________ /s/ WENDELL BUNKER___________ _____________________________________ Las Vegas, Nevada December 7, 1954 (CALL OF SPECIAL MEETING) A special meeting of the Board of Commissioners of the City of Las Vegas, Nevada held this 7th day of December, 1954 was called to order at the hour of 7:30 P.M. by His Honor Mayor Baker with the following members present: Mayor C. D. Baker Commissioner Wendell Bunker Commissioner Rex A. Jarrett Commissioner Harris P. Sharp Commissioner Reed Whipple City Manager George H. Rounthwaite City Clerk Shirley Ballinger Absent: City Attorney Howard W. Cannon Asst. City Manager Robert W. Notti His Honor announced that this was the time set for a public hearing on the proposed amendment to the Gaming Ordinance to allow gambling other than on the ground floor. Mr. Burton, attorney for the Fremont Hotel appeared before the Board at this time. He stated that they had met with the property owners and club operators on this matter, and felt that the entire matter should be given further consideration. Mr. Burton requested that the amendment be referred back to the committee and not be brought up again until the Fremont Hotel requests the same. Mr. John McNamee, representing the Lucky Strike Club stated that they were of the same opinion. Mr. George Franklin, representing the other clubs protesting this change requested that these operators be given an opportunity to appear before the committee and state their objections to the amendment. Mr. Morris Soss, property owner in the area said that he felt that the property owners should be allowed to present their views to the committee. He stated that he was in favor of allowing gambling on the second floor. At this time City Attorney Howard W. Cannon arrived at the meeting. There was no further action taken on this ordinance.
