REVIEW BY JAMES M. MONTGOMERY Consulting Engineer Dear Mr. Maxfield: In accordance with your instructions I have reviewed the plan developed by Mr. Ralph O’Neill, Consulting Engineer, for supplying supplemental water to the Las Vegas Valley Water District from the water supply facilities of B.M.I. My study of Mr, O’Neill’s plan was simplified by reason of my past association with the project. The original B.M.I. water supply system was designed and the construction supervised by the engineering firm which I then headed as general manager and chief engineer. My review of the proposed plan included a study of Mr O'Neill’s letter to you and the accompanying drawing as well as interviews with him personally. An examination was made of the hydraulic characteristics of the system proposed by Mr. O'Neill, My findings are in close agreement with his. Mr. O'Neill’s plan Is sound from an engineering standpoint, Increasing the capacity of the intake pumping station could he accomplished in any one of several ways. The pipe line to the Manganese Ores plant has adequate capacity and, even at full flow of 50 million gallons per day, the velocity would not be excessive. The booster pumping station could be utilized without change and, as stated by Mr. O'Neill, with little or no loss of efficiency. Other features of the plan are in accordance with well established practice. It is my opinion that the plan worked out by Mr, O'Neill fully answers the requirements of the Federal Government and the Water District, as I understand them, and that it represents an extremely economical solution to the problem.
