    SECTION 2. All ordinances or parts of ordinances in conflict herewith are hereby repealed. SECTION 3. The City Clerk and Clerk of the Board of Commissioners of the City of Las Vegas shall cause this ordinance to be published once a week for two successive weeks immediately following its first reading and adoption in a daily newspaper published in the City of Las Vegas, Nevada. BAKER, Mayor The above and foregoing ordinance was first proposed and read by title to the Board of Commissioners on the l6th day of January, 1957 and referred to the following committee composed of Commissioners Bunker and Fountain for recommendation; thereafter the said committee reported favorably on said ordinance on the 6th day of February, 1957 which was a regular meeting; that at said regular meeting held on said day the proposed ordinance was read in full to the Board of Commissioners as first introduced and adopted by the following vote: Voting "Aye": Commissioners Bunker, Fountain, Sharp, Whipple and Mayor Baker. SCHELLACK Subscribed and sworn to before me this 24th day of February, 1957 s/ NEOLA GIERHART NOTARY PUBLIC IN AND FOR CLARK COUNTY, NEVADA My Commission Expires April 14, 1958 ORDINANCE NO. 736 AN ORDINANCE TO AMEND ORDINANCE NO. 521, DEALING WITH THE ESTABLISHMENT OF A PUBLIC POUND IN THE CITY OF LAS VEGAS, AND PROVIDING FOR THE OPERATION THEREOF BY THE CITY; PROVIDING FOR FEES FOR SERVICES PER­FORMED BY THE POUNDKEEPER; PROVIDING OTHER MATTERS PROPERLY RELATED THERETO AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH. The Board of Commissioners of the City of Las Vegas do ordain as follows: SECTION 1. Section 1 of Ordinance No. 521 is hereby amended to read as follows: Section 1. DEFINITIONS: As used in this Ordinance, unless, the context otherwise indicates the word "dog" shall be intended to mean both male and female; the word "owner" shall be intended to mean any person owning, keeping or harboring a dog or other animal; the words "at large" shall be intended to mean off the premises of the owner and not under the control of a person by leash, cord, chain or other­wise; the term "animal" shall mean every domesticated and tame living creature, except members of the human race; the terms "torture" or "cruelty" shall mean every act of omission or commission whereby Tin- justifiable physical pain, suffering or death is caused or permitted; the term "Poundkeeper" or "pound- master" are interchangeable and shall mean the division head appointed by the City Manager to operate and conduct the animal, shelter. SECTION 2. Section 2 of Ordinance No. 521 is hereby amended to read as follows: The Clark County Humane Society is hereby relieved from the duty of acting as Poundkeeper for the City of Las Vegas and the duties heretofore performed by the Clark County Humane Society shall be per­formed by a Poundmaster appointed by the City Manager. SECTION 3. Section 3 of Ordinance No. 521 is hereby amended to read as follows: The operation of an Animal Shelter which is hereby authorized and established in the City shall be a proper charge against the general funds of the City. SECTION 4. Section 4 of Ordinance No. 521 is hereby repealed. SECTION 5. Section 5 of Ordinance No. 521 is hereby amended to reed, as follows:
