9(c) Defense Housing Projects. Water main extensions to or in defense housing projects will be constructed, owned and maintained by the Company under special contract only when the entire oost of such extension is advanced to the Company. The amount advanced will be refunded without interest to the party making the advance if and when, within_______ months from the installation of the said water mains, there shall have been completed and ready for occupancy residences upon all of the lots within the housing project or portion thereof served by said mains. A defense housing project within the meaning of this rule shall be a housing project approved as such by the Federal Housing Administration. This rule will be in effect during the continuance of the present national emergency.
