Our files do not indicate that sueh approval was sought. No approval was sought for the new contract dated November 30, 1950, N.P. Audit No, 74531. I do not know whether the City Attorney will make any point of it at the rate increase hearing but failure to seek approval may be justified on the grounds that the contracts do not provide for a sale of water.
