I do not find that you have replied to the last paragraph of Mr. Cunningham’s letter of September 12, 1963. X think: that you should advise him whether there are are any legal steps we can take to prohibit Mr. Rouch from continuing his connection with our line or whether you have any other recommendations for handling the matter so that Mr. Cunningham can make a decision whether we should bring action or of­fer Mr. Rouch a contract to purchase water.
