The estimated cost of constructing the 1 0 m&ln at pre­sent is I? 500* As the cost of constructing the alternate lines, estimated at |31 750» will be an outright donation, and as th® cost of constructing the 10*1 line, if and when required, is estimate to be less than the anticipated refunds that would be payable to the subdivides under the original proposal to the subdividers, I request authority to negotiate with Mr. Sweeney on the alternate proposal, I have discussed this matter with Mr. Bennett and he sees no legal objection* W, H, Johnson
