    and Gutter Bonds, Series D," and providing for the collection of said unpaid assessments by dividing the same into ten (10) annual installments and placing said installments on the Tax Roll of Clark County and collecting same in the same manner as State and County Taxes are collected by law," was read to the Board for a first time. Upon motion of Commissioner Smith, seconded by Commissioner German it was moved that the said two ordinances read for a first time this date be laid over for a second reading at the next regular meeting. Vote on said motion was as follows: Commissioners German, Smith Thomas, and Hansell and His Honor the Mayor J. F. Hesse voting Aye. Noes none. There being no further business to come before the Board at this time the meeting re­cessed until Friday the 4th day of April at the hour of three o'clock P. M. OFFICE OF THE CITY CLERK, CITY OF LAS VEGAS, CLARK COUNTY, NEVADA. April 4th, 1930. At a recessed regular meeting of the Board of City Commissioners of the City of Las Vegas held on the 4th day of April 1930 at the hour of three o'clock P.M. Present Mayor Hesse, Commissioners Thomas, German, and Smith together with the City Attorney and Clerk. Absent Commissioner Hansell. A petition from residence of Westside was presented to the Board asking that a voting precinct be placed on the Westside. Clerk was directed to write to the signers of said pet­ition that the County Board of Commissioners designate the polling places, and this election is being held before the County Board meets, therefore the election precincts are as used in the last general election. All communication read, and Clerk directed to answer same, and place on file. At this time the question of the issuance of an additional One Thousand Dollars worth of Las Vegas City Highway Bonds to meet the cost of the repair Fifth Street, and Main Street as follows: Main Street from the corner of Main and Fremont Streets to the northeast city limits and of Fifth Street from the corner of Fremont and Fifth Streets to the southwest city limits, a distance of approximately three miles, which highway was heretofore construction in connection with Federal Aid to connect with Route 6 of the State Highway System of the State of Nevada, came on for discussion, and it appearing to the Board of City Commissioners that by an Act of the Legislature of the State of Nevada, for the year 1923, the City Com­missioners of the City of Las Vegas have authority to issue bonds in the amount no to exceed Fifty Thousand Dollars ($50,000.00) for the construction, maintenance and repair of a highway through the City of Las Vegas to connect with Route 6 of the State Highway System under an Act of the legislature of the state of Nevada in convention assembled, entitled "An Act Auth­orizing the Board of City Commissioners of the City of Las Vegas, County of Clark, to issue bonds to provide for the construction of a highway through said City of Las Vegas, to con­nect with Route 6 of the State Highway System of the State of Nevada, and providing for the ratification thereof by special or general election before the issuance of any such bonds," approved March 5, 1923, and It further appearing to the Board of City Commissioners that Forty-niner Thous­and Dollars ($49,000.00) worth of said authorized issue of bonds have been sold for the pur­poses above mentioned, and it also appearing that the further sum of One Thousand Dollars ($1,000.00) is required for said additional work of and in connection with the maintenance and repair of Main Street, commencing at the corner of Main and Fremont Streets, thence to the northeast city limits, and of Fifth Street, commencing at the corner of Fifth, and Fremont Streets, thence to the southwest city limits, a distance of approximately three miles; and it further appearing to the Board of City Commissioners that the amount of money now remaining in the State Highway Fund of the City of Las Vegas is insufficient to meet the cost of the maintenance and repair aforesaid, NOW THEREFORE, on motion of Commissioner Smith seconded by * Commissioner Thomas and the question being put to a vote, the following Preambles, and Resolution were regularly and duly adopted by the unanimous vote of the Board: Whereas, pursuant to and in strict compliance with the provisions and authority of the Constitution and Laws of the State of Nevada, including the provisions of Chapter 74 of the laws of the State of Nevada, 1923, being an act of the Senate and Assembly of the State of Nevada, entitled "An Act authorizing the Board of City Commissioners of the City of Las Vegas, County of Clark, to issue bonds to provide for the construction of a highway through said City of Las Vegas to connect with Route 6 of the State Highway System of the State of Nevada, providing for the ratification thereof by special or general election before the issuance of any such bonds, " approved March 5, 1923, the City of Las Vegas was authorized to issue its bonds in a sum not exceeding $50,000 for the purpose of constructing a highway through the City of Las Vegas to connect with Route 6 of the State Highway System of the State of Nevada; and WHEREAS, pursuant to each of the requirements of said Act, and particularly with the requirements of Secs. 2,3,4, and 5 of said Chapter 74 of the laws of 1923 of the State of Nevada, the question of the issuance of highway bonds of the City of Las Vegas, to the amount of Fifty Thousand Dollars ($50,000) was submitted to the qualified electors of the City of Las Vegas, in the County of Clark, State of Nevada, at a general election held in said City of Las Vegas on the 8th day of May, 1923 of which election notice having first been duly given strictly as provided by law, and at which election more than a majority of the votes cast were in favor of the issuance of said bonds, and the result of the vote upon said question of the issuance of said bonds having been duly certified to this Board by the election boards conducting said election, and the result of the vote on said question of the issuance of said bonds having been by this board at a meeting duly and regularly held on the 16th day of May, 1923, declared in the manner and form and at the same time as other returns of said general City election were canvasses and proclaimed: and
