% I have heen assured by the Assistant State Engineer, Mr, Muth, that the granting of permission to drill the additional two wells for the Water Company without publication and the statutory waiting period was based upon an emergency condition and that no such emergencies will be considered in the future. Furthermore, I think it extremely difficult, if not impossible, to predicate a new well in the shop grounds on the basis of emergency.
